Generally speaking, it's normal because the department head is time constrained, not incompetent. Turns out, this girl is time constrained as well and really knows how to work her boyfriend.

Yet when the department head has the secretaries type up an email, it's deemed perfectly normal.

I just got an e-mail for a guy asking about the contents of my class. He's not in my class. He was asking for his girlfriend.
